Background and Focus

One of the current focus of CPSC is sustainable development in CPSC training programs. This development is possible on transformative change in the training delivery process. What does “transformative change” mean in the context of the Sustainable Development Goals (SDGs)?

On the other hand, due to the current COVID -19 situation in Manila, CPSC has suspended its operations and allowed work from home. Therefore it is important to introduce WEBINAR in CPSC and conduct training programs online.

A webinar is an online seminar that turns a presentation into a real-time conversation from anywhere in the world. Webinars allow large groups of participants to engage in online discussions or training events and share audio, documents or slides – even when they’re not in the same place as the meeting host or in the same room where the event or presentation is taking place.

The next webinar topic is Teacher to Educational Leader. As Technical Education and Vocational Training has globally been recognized as the most effective tool for increasing employment and poverty reduction.

Though teaching has traditionally been a career in which year one looks much the same as year thirty, I’m pleased to see that this is starting to change. Teachers in years one, five and twenty bring different strengths to the table, and also have different professional growth needs. In their first years of full-time teaching, our associate teachers often produce results similar to their more experienced peers. Experienced teachers to serve in teacher-leader roles. Like all professionals, teachers’ skills mature over time, and our goals and priorities shift too, to short-term career as an educator/ educationist, to mid-term career as a head of an educational institution, to long-term career as member of educational policy making bodies. Educational leadership at every level, who strive to create positive change in educational policy and processes. Educational leadership involves working with and guiding teachers toward improving educational processes in Technical and Vocational Education and Training institutions.

Careers today are roughly around forty years long. And it is important to internalize that it is a marathon, not a sprint. A person’s career can broadly be split into two halves, the first half and the second half. The length of the two halves is not important and does not have to be mathematically equal. We have observed many people through the journey of their careers, those who successes, less successful, looked like they had a good start but did not achieve their potential, they had a bad start but seemed to overachieve, had twists and turns, had a more steady, straight path. We can conclude that the more significant career achievements are often in the second half of the career and most people succeeded in the first halves of their career, very few in the second.

There are misconceptions that if we work hard and spend years at work, then we are growing our skills, knowledge and capabilities, if we succeed in the first half of our career, we will automatically succeed in the second half of our career. Time spent at work is not equal to experience.

As we get to senior levels, two things change: first, the complexity of the problems /issues we deal with, and second the number/quantity/breadth of the issues. At a senior level, the number of people who want your time is far greater than you have, the number of things that you need attention is far greater than the number you handled earlier and the number of simultaneous things you have to manage is far greater than what you have ever done. The breadth is such that one day in the morning, you could be discussing the long-term strategic plan and in the afternoon the same day, you might have to deal with next week’s issue.

Your career will grow only as much as you are able to grow as an individual and as a professional. If you manage to grow your skills, knowledge, decision making ability, judgement, influence on others, communication skills etc., then you will experience career growth. Career growth is directly proportional to and is a function of real individual growth. If you stop pushing yourself at any stage, your career growth also comes to a screeching halt.

Technical and Vocational Education & Training is a complex, dialectical and exciting opportunity which can potentially transform society for the better. Thus governments, educators and policy makers alike must ask the questions about how we can prepare our teachers to lead the present and future TVET to thrive in this transforming world.

Teachers determine the success of every TVET institution. This requires the right framework conditions under which each individual can and may contribute his or her skills and services in the sense of agreed – more qualitative and quantitative – results. This was valid at all times and becomes even more important in the post pandemic period.

Focus

This Webinar on Teacher to Educational Leader aims to provide an online training platform for CPSC member country’s participants; to understand the dynamics of different verticals of TVET education system, and TVET teachers learn to develop as administrator, manager and leader. Furthermore, this webinar will discuss how to write the mission statements for TVET institutions, qualities to be developed by TVET teachers in the VUCA world and /or post pandemic period.

The Colombo Plan Staff College (CPSC), Philippines is an Inter-governmental International Organization for Human Resources Development. The whole world is nowadays facing an acute pressure due to COVID -19 issue. CPSC therefore wish to continue its efforts towards its commitment of quality education and training, and accordingly take this opportunity to deliver its training program through online mode viz. WEBINAR for the benefits of its stakeholders.

The development of new broadband communication services, convergence of telecommunication with computers and recent developments in the field of communication protocol have fostered challenges as well as offerings in the wide-ranging use of Information and Communication Technologies (ICTs) to support the creation of dynamic and interactive teaching and learning environment. The world has witnessed a phenomenal growth in communication technology, computer network and information technology. Education around the world is experiencing major paradigm shifts in educational practices under the umbrella of ICT enabled learning environment.

Numerous technological innovations have inspired the development of new teaching and learning systems and contextualizing content. These add value to the learning environment and render smooth transition to a knowledge-based society. There is at least one generation gap between the Learners and the Teachers! It is also important to recognize that the 21st century learners are indeed very different from what we were as students. Today’s school-age generation knows more about technology than do their teachers. Young kids get bored if they are doing only one function at a time; they need multiple stimuli. For example, new generation of learners watch their computer screens, listen to music through headphones, and carry on conversation; all at the same time. Today’s learners have short attention spans, and have the attitude of take-it-all-at-once. They experience a technologically-saturated childhood. Unlike adults, they are not surprised by new technology -- they simply integrate it into their lives. They want and expect to collaborate with their teachers (and bosses), not take orders from them.

The growth of ICTs, the acknowledgement of their ease of use, the power and diversity of information transfer allow teachers and students to have access to a world beyond the classroom and create their own learner-centred environment for maximum learning outcome. Mastering ICT skills and their application to improve teaching and learning provide teachers the tools to perform their role as creators of pedagogical environments. Learners, on the other hand, take part in the sharing of needed learning space to acquire collaborative learning principles, learning independence and to enhance critical thinking, creative thinking and problem solving skills. Worldwide research has shown that ICT can lead to an improved student learning and better teaching methods. Application of ICT tools in teaching and learning process has changed the total scenario of teaching and learning process. Teaching and learning process s of this is not now limited within the classrooms boundaries. ICTs are making major differences in the teaching approaches and ways students are learning.

In this context, this webinar has been planned for the teachers of all CPSC member countries to discuss on ICT applications in Teaching and Learning Process.

Background and Focus

TVET system have always benefited from technological advances to explore new research areas and improve the teaching learning process. Over recent years, there has been an increased interest in incorporating competencies into TVET curriculum to insure the teaching meets industry required needs. A competency based training focuses on the outcomes of learning by defining goals and processes to achieve them. It contributes to student’s career readiness since the main goal is to let students progress at their own pace and measure their achievement against a standard of performance.

Assessment is the process of collecting evidence and making judgments on whether competency has been achieved. The purpose of assessment is to confirm that an individual can perform the standard expected in the workplace, as expressed in the relevant endorsed industry or enterprise competency standards. Assessments through this course will require participants to complete a variety of written work, oral questions, practical demonstrations and assignment/portfolio presentations.

Competency Based Assessment is an important element of the competency-based training system. It states that “the competency based training system will be supported by the development of training packs comprising of a set of industry-based competency standards, assessment guidelines and eventually, qualification specification for each sector. NVQs assessments are conducted to assess candidate’s skills, knowledge and attitudes against set industry standards through various modes such as demonstrations, simulations, presentations, assignments, projects, creations, and scenarios.

The scope of CBT assessment system includes provision of opportunities for individuals coming from multiple learning pathways i.e. formal, non-formal and informal entries that lead to acquire certificate of full/ complete “National Vocational Qualification” or “Record of Achievements” for single/ multiple competency standards. It also assess the recognition of prior learning as legitimate pathways of assessment for many individuals whose skills have not yet been recognized and certified to acquire national vocational qualification.

In this connection, CPSC is going to organize a webinar on Workforce Development through Credible CBT Assessment. This webinar will be dedicated to CPSC member countries TVET Practitioners to develop and implement the Competency Based Training and Assessment (CBTA) for pilots, including Evidence Based Training (EBT). The topics for discussion in this webinar will focus on the main aspects of CBTA development, implementation and on the evaluation of the available methodologies and practices. The outcome will be aligned the different interpretations and expectations of CBA concept from the various stakeholders’ perspectives

A webinar is an engaging online event where a speaker, or small group of speakers, deliver a presentation to a large audience who participate interactively through a real-time conversation by submitting and responding questions, and using other available interactive tools. Thus, a webinar is a presentation, lecture, workshop or seminar that is transmitted over the Web using video conferencing software. A key feature of a Webinar is its interactive elements i.e. The ability to give, receive and discuss information in real-time.

There are many sayings or aphorisms in education, great words of wisdom, and sincere advice from countless sources. It is needless to say that the best and effective teachers are good planners and thinkers. The success of professional teachers doesn't "just happen." The road to success for teachers requires commitment and practice, especially of those skills involved in planning lessons and learning activities, and in managing classroom behavior. Planning lessons, though its implementation being a long-time activity, is a fundamental skill all teachers must develop and improve consistently and fall under the core skills of a teacher.

For a TVET System to be able to play its role effectively, it is important to ensure that there exits an enabling and TVET friendly environment that can be achieved by putting in place harmonized teaching and learning environment through appropriate instructional design and appropriate teaching strategy. Therefore, creating a lesson plan is an important aspect of instructional design. A lesson is an organized set of activities designed to present one manageable sized piece of an academic course content and is different than the lecture. The purpose of a lesson plan is really quite simple; it is to communicate. The lesson plan is to guide TVET teacher in organizing learning material and himself for the purpose of helping students to achieve intended learning outcomes.

Thus, a key principle in creating a lesson plan is specificity. Lesson plans allow the TVET teachers to create and articulate learning objectives, organize and deliver course content, and plan and prepare learning activities and materials. It also outlines the type of informal or formal assessment methods, that TVET faculty will use in their classrooms. It is also an effective instrument to implement the TVET curriculum for achieving specific educational goals and objectives and check whether the desired outcomes are clear and specific in behavioral and observable terms with focus on products or ends.

In this context, this Webinar on the topic, “Lesson Plan Development for TVET teachers” has been planned for the TVET teachers of all member countries to discusses some of the basic concepts, principles and to explore the approaches for building and developing an effective lesson plan.

As a Face-to-Face training is not possible, on-line training is the best solution which is also cost effective and time saving.

The second proposed webinar topic by CPSC is DACUM Process. As Technical Education and Vocational Training (TVET) has globally been recognized as most effective tool for increasing employment and poverty reduction. The success of TVET education largely depends upon the quality of education and one of the pillar of quality education is curricula. Thus, it is vital for TVET educators to understand the importance, relevancy, and development process of curricula. One of the most important stage in development of curricula is the DACUM. It’s a highly effective, quick, and low cost method to conduct a job, occupational, process, and functional analysis. In TVET high quality education and training programs are needed to produce skilled workers. A job analysis is the best way to gather this information.

DACUM has been successfully used to identify skills and related knowledge that a worker needs to perform a job. DACUM has been used extensively in the Technical and Vocational Education and Training (TVET) sector all over the world to develop technical curriculum. DACUM is used in the occupational analysis phase, after DACUM other stages like validation workshop, competency formation, task analysis, and development of training curriculum follows.

In TVET sector, we have been discussing on how to integrate greening TVET, 21st century skills, and technopreneurship components in curricula. DACUM process will help in understand the integration process. In addition to curriculum development, outcome of DACUM can be used for development competency standards, development of job description, determine training needs, designing performance evaluation, for new supervisors/managers’ to understand what their employees do on the job.

Thus, CPSC is looking forward to this webinar on “DACUM Process” and meet all the CPSC member countries participants & discuss about it. It is hoped that this experience will enable us to think and act differently on development of curricula and integration of different components in a curriculum.

The shortage of skilled worker for the international and local industry is increase day by day and one of the reasons is introduction of Industrial Revolution 4.0 elements in workplace environment.

The revolution brings new exciting opportunities and solutions to global challenges such as automation of industrialization. It will also produce new jobs that have yet to be invented. The critical challenge for skills development is serious skills mismatches despite growing investments in the Technical and Vocational Education and Training (TVET). Thus governments, educators and policy maker alike must ask the questions about how they can prepare present and future TVET to thrive in this transforming world. Technical and Vocational Education & Training in the Fourth Industrial Revolution (TVET 4.0) is a complex, dialectical and exciting opportunity which can potentially transform society for the better. The fourth industrial revolution is powered by artificial intelligence and it will transform the workplace from tasks based characteristics to the human centered characteristics. Because of the convergence of man and machine, it will reduce the subject distance between humanities and social science as well as science and technology. This will necessarily require much more interdisciplinary teaching, research and innovation in TVET. Therefore TVET stakeholders in Asia Pacific region have to set new initiatives and make efforts to cultivate holistic, entrepreneurial and balanced graduates to be globally competitive and meet the needs of Industry 4.0.
